The Labour Market Impact Assessment (LMIA) is a document that employers might have to use before hiring a foreign worker. This assessment tells an employer whether or not their foreign worker can be employed or if there are Canadian workers or permanent residents that can. Almost all employers applying for LMIA are required to demonstrate their recruitment efforts of hiring Canadian citizens or permanent residents.
In short, Service Canada asks that most employers applying for an LMIA
- advertise job opening(s) on three platforms for at least 30 calendar days,
- continue to advertise and hire on one platform before the LMIA is approved (typically for 3-4 months),
- invite Canadian candidates for interviews,
- interview and hire Canadians possible with detailed explanations if not hired, and
- adhere to other specific requirements on recruitment methods or processes.
