Newfoundland and Labrador International Graduate Entrepreneur
The International Graduate Entrepreneur category of the Newfoundland and Labrador Provincial Nominee Program (NLNP) allows graduates of Newfoundland post-secondary institutions to apply for permanent residency if they have at least one-year of experience owning and managing a business in the province.
The International Graduate Entrepreneur category is intended for graduates of Memorial University or College of the North Atlantic who have already started or bought a local business and maintained day-to-day operations for at least one continuous year. In order to receive nomination for permanent resident status, the graduate entrepreneur must fulfill certain criteria outlined by the Office of Immigration and Multiculturalism.
Eligibility
- Be at least 21 years old;
- Provide a business continuity plan with supporting financial documentation verified by a recognized third-party professional service (applicants are solely responsible for payment of associated fees related to obtaining these documents);
- Have completed a degree or diploma after at least two academic years of full-time, in-person study at Memorial University or College of the North Atlantic with the degree or diploma having been completed within two years of submission of the Expression of Interest;
- Have a valid post-graduate work permit;
- Want to live permanently in Newfoundland and Labrador while owning and actively managing a local business that has the potential to create significant economic benefit to Newfoundland and Labrador;
- Have at least one year’s continuous experience actively managing and owning the current business (33.3 per cent minimum ownership);
- Demonstrate ability to create at least one full-time equivalent job for local population (permanent residents and Canadian citizens);
- Demonstrate that the business is a for-profit entity with the primary purpose of earning profits through the sale of goods and/or services;
- Have a score of at least 7 on the Canadian Language Benchmark in speaking, listening, reading and writing in English or French;
- Complete an online Expression of Interest; and
- Receive an Invitation to Apply from the Office of Immigration and Multiculturalism.

Graduates of Newfoundland post-secondary institutions who have at least one year of experience owning and managing a business in the province can apply for this program.
Provincial Nominee Program (PNP) and How it works
The Federal Government of Canada has entered into bilateral agreements with provinces and territories (except Quebec and Nunavut) to allow the provinces and territories to nominate individuals for permanent residence based on the provinces' assessment of the nominees' ability to contribute to the economic growth and development of those provinces.
Each province and territory has its own “streams” (immigration programs that target certain groups) and requirements, selecting applicants that
- have the skills, education and work experience to contribute to the economy of a specific province or territory
- want to live in that province, and
- want to become permanent residents of Canada
To obtain permanent residence via Provincial Nominee Program (PNP), you must go through two steps:
- You must decide where you want to live in Canada and apply to that province or territory for a stream that you're eligible for. SuperVisas can help you with it in this application.
- After a province or territory nominates you, you must apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence. The IRCC, a federal agency, will assess your application based on Canadian immigration law.
