Canada is introducing a new pathway to grant permanent residence to Ukrainian nationals who have sought refuge in the country and wish to stay with their families.

The new pathway also reflects the Immigration, Refugees and Citizenship Canada (IRCC)’s continued commitment to one of its missions: to maintain Canada’s humanitarian tradition by protecting refugees and people in need of protection.

The New Pathway

Starting from October 23, 2023, eligible Ukrainians in Canada with temporary resident status and having family members in the country can apply for permanent residence.

The new pathway to permanent residence does not necessitate any financial commitment, and families can apply until October 22, 2024.

As the program's launch approaches, more comprehensive details on the application process will be provided by Immigration, Refugees and Citizenship Canada (IRCC).

Importantly, the implementation of this new pathway will not affect the number of available spaces in the Parents and Grandparents Program.

Who is eligible for the new pathway?

To be eligible, Ukrainian nationals must be present in Canada with temporary resident status and have at least one family member residing in Canada.

Family members, including Ukrainian spouses, common-law partners, parents, grandparents, siblings, children, and grandchildren of Canadian citizens or permanent residents, can qualify for this life-changing opportunity.

Canada Ukraine Authorization for Emergency Travel (CUAET)

Since March 2022, the Canada-Ukraine Authorization for Emergency Travel (CUAET) has offered a temporary safe haven to over 166,000 Ukrainians.

Canada is offering CUAET financial support to Ukrainian families who are in Canada under CUAET. This one-time, non-taxable benefit is designed to help them meet their basic needs as they settle in Canada.

Those holding a CUAET visa will have until March 31, 2024, to travel to Canada under the temporary special measures.

After July 15, 2023, Ukrainians and their family members can still apply for a temporary resident visa in the CUAET program under existing immigration measures.

CUAET processing time

CUAET IRCC processing time is typically processed within 60 calendar days. However, processing times may be longer in certain instances due to additional document or information requirements. If such a situation arises, they will contact you and provide a 30-day window to submit the requested information.

Upon arrival in Canada, temporary residents can apply for an extended stay of up to three years through study permits and open work permits, with priority processing. They will also have access to settlement services, including language training and employment assistance, to help them integrate and succeed in communities across the country.
