Newfoundland and Labrador International Graduate
NLNP's International Graduate Entrepreneur category offers permanent residency to graduates owning and managing a business in Newfoundland for a year.
Graduates who have completed at least half of their post-secondary studies from an approved Canadian educational institution and have received a job offer or are currently employed by a Newfoundland and Labrador employer may be eligible to receive provincial nomination as an International Graduate.
Eligibility
- Have an IRCC Post- Graduation work permit (PGWP). The work permit must have at least 4 months validity remaining at the time of application for the NL Provincial Nominee Program
- Have a full-time job or job offer:
- In a NOC TEER 1, 2, 3 occupation, or a NOC TEER 4 occupation, provided the occupation is in an In-Demand Occupation
- That guarantees a minimum of 30 hours per week for the applicant;
- That is at least one year in duration with a reasonable expectation of extension
- From an eligible Newfoundland and Labrador employer
- That compensates the applicant in the form of a salary or hourly wage (not commission);
- Meets provincial employment standards and prevailing wage rates.
- Meet NOC code employment requirements for that occupation.
- That is not a contractual or locum position (short-term positions usually less than twelve (12) months in duration with little or no possibility of extension)
- Be 21 to 59 years old
- Have the intention and ability to settle permanently in Newfoundland and Labrador;
- Hold sufficient settlement funds and financial resources to successfully establish themselves and any dependents in Newfoundland and Labrador;
- Sufficient English or French language capability to perform the employment duties. Language testing is required for NOC TEER 4, In-Demand occupations. Minimum language requirements.
- If the applicant completed their studies at a recognized public post-secondary institution outside of Newfoundland and Labrador, their job or job offer must be directly related to the field of study. Out-of-province graduates must work for a minimum of one year in Newfoundland and Labrador prior to submission of an NLPNP application.
- If the applicant has an ownership stake in a business in which they are employed, then the applicant’s share of ownership cannot exceed 10%.

Provincial Nominee Program (PNP) and How it works
The Federal Government of Canada has entered into bilateral agreements with provinces and territories (except Quebec and Nunavut) to allow the provinces and territories to nominate individuals for permanent residence based on the provinces' assessment of the nominees' ability to contribute to the economic growth and development of those provinces.
Each province and territory has its own “streams” (immigration programs that target certain groups) and requirements, selecting applicants that
- have the skills, education and work experience to contribute to the economy of a specific province or territory
- want to live in that province, and
- want to become permanent residents of Canada
To obtain permanent residence via Provincial Nominee Program (PNP), you must go through two steps:
- You must decide where you want to live in Canada and apply to that province or territory for a stream that you're eligible for. SuperVisas can help you with it in this application.
- After a province or territory nominates you, you must apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence. The IRCC, a federal agency, will assess your application based on Canadian immigration law.
