Ontario’s Express Entry Human Capital Priorities Stream
Ontario's Human Capital Priorities Stream targets foreign skilled workers in the Express Entry pool with the necessary education, work experience, language proficiency, and other characteristics to settle and become economically established in the province.
Ontario’s Express Entry Human Capital Priorities stream is an immigration stream under the Ontario Immigrant Nominee Program (OINP). It gives foreign workers with the required skilled work experience, language abilities and education the opportunity to apply to permanently live and work in Ontario.

Express Entry Profile
Ontario Human Capital Priorities is aligned with the federal Express Entry system. In order to be considered, candidates must have an active Express Entry profile in either Federal Skilled Worker (FSW) or Canadian Experience Class (CEC):
Federal Skilled Worker requires candidates to have, at minimum, a high school diploma, as well as at least one year of continuous full-time, skilled work experience. Work experience is considered skilled if obtained in a position at National Occupational Classification (NOC) TEER Category 0, 1, 2 or 3.
Canadian Experience Class has no minimum education requirement. CEC candidates must have a minimum of one year of full-time Canadian skilled work experience. This work experience does not have to be continuous, but it must have been obtained within the three years prior to application. Work experience is considered skilled if obtained in a position at NOC Skill Level TEER Category 0, 1, 2 or 3.
All candidates in Express Entry are assigned a score based on their profile. This score is called the Comprehensive Ranking System (CRS) score. In order to be eligible for the Ontario Human Capital Priorities stream, a candidate’s CRS score must be 400 points or higher. There have been instances where OINP has briefly lowered the minimum score requirement in the past, but there is no guarantee this will happen again in the future.
Language Proficiency
All candidates must demonstrate language proficiency in English or French consistent with Canadian Language Benchmark (CLB) level 7.
Settlement Funds
All candidates for the Ontario Human Capital Priorities stream must meet the settlement funds requirement as determined by Immigration, Refugees and Citizenship Canada (IRCC). This can be demonstrated through their own finances, or through maintaining a valid offer of employment. Please note that candidates in the Canadian Experience Class (CEC) stream of Express Entry still must demonstrate proof of settlement funds for the OINP application. CEC candidates are exempt from showing settlement funds at the federal level, but not at the provincial level.

Human Capital Priorities uses a merit-based system to nominate highly-qualified skilled workers from the federal Express Entry pool who will be able to be lasting members of Ontario’s workforce.
Provincial Nominee Program (PNP) and How it works
The Federal Government of Canada has entered into bilateral agreements with provinces and territories (except Quebec and Nunavut) to allow the provinces and territories to nominate individuals for permanent residence based on the provinces' assessment of the nominees' ability to contribute to the economic growth and development of those provinces.
Each province and territory has its own “streams” (immigration programs that target certain groups) and requirements, selecting applicants that
- have the skills, education and work experience to contribute to the economy of a specific province or territory
- want to live in that province, and
- want to become permanent residents of Canada
To obtain permanent residence via Provincial Nominee Program (PNP), you must go through two steps:
- You must decide where you want to live in Canada and apply to that province or territory for a stream that you're eligible for. SuperVisas can help you with it in this application.
- After a province or territory nominates you, you must apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence. The IRCC, a federal agency, will assess your application based on Canadian immigration law.
