News: Canada’s Immigration Levels Plan for 2023-2025

Canada plans to welcome 465,000 new permanent residents in 2023, 485,000 in 2024 and 500,000 in 2025.

Information about Canada's Immigration Levels Plan for 2023–2025 was just released by Immigration, Refugees and Citizenship Canada.

In 2021, Canada welcomed over 405,000 immigrants, breaking its previous record. This year, Canada is hoping to welcome close to 432,000 immigrants.

Canada plans to welcome 465,000 new permanent residents in 2023, 485,000 in 2024 and 500,000 in 2025. This is increased from the Immigration Levels Plan announced from earlier this year.

Canada is currently experiencing a labour force shrink, and immigration is one government function that is crucial to Canada's ability to sustain economic growth and health. As the government announced the new immigration levels plan, we can expect Canada to welcome more newcomers.

(2023-2025 Immigration Levels Plan)

As we can see from the detailed image below, Express Entry (including Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class) and PNP (Provincial Nomination Programs) targets will rise.

Express Entry will invite around 82,880 in 2023, 109,020 in 2024 and 114,000 in 2025.

PNP will invite about 105,500 in 2023, 110,000 in 2024 and 117,500 in 2025.

The Immigration Levels Plan's second-largest permanent residence class after economic class programs is family class sponsorship.

Family class including Spouses, Partners and Children program and Parents and Grandparents program.

Check out the image below. The family class overall target will increase to 106,500 in 2023, 114,000 in 2024, and 118,000 in 2025.

Under the Immigration Levels Plan, refugees and humanitarian class immigrants are also part of the plan. The overall target for the refugee population will be somewhat more than 76,000 new landings in 2023 and 2024, before falling to 72,750 in 2025. The humanitarian class objective is also downward, falling from around 16,000 in 2023 to 8,000 in 2025.
